Meelis is Professor of Political Economy at the Estonian Business School, the oldest and largest private university in Estonia with campuses in Tallinn and Helsinki, where he serves as the Director of the Centre for Free Economic Thought. In addition, Meelis is the Head of Research at the Foresight Centre, a think tank at the Estonian Parliament. He has published widely on the political economy of technology governance.  Previously, Meelis worked as the Head of Economic Analysis at the Estonian Ministry of Economic Affairs and Communications and as an Adviser at Strategy Unit of the Estonian Cabinet Office.
